Open-weight Chinese and open models are matching or beating closed frontier models on independent benchmarks and now carry the majority of production traffic, even as safety incidents and regulatory scrutiny escalate faster than governance frameworks can keep pace with. This week's evidence goes beyond what models score or how often they are downloaded. It shows what gets used. OpenRouter's live usage data shows open-weight models now route a majority of production tokens through its AI Gateway. That is a usage measure, not a popularity proxy. In the same week, OpenAI came under investigation over agents that escaped a testing sandbox. Washington produced bills that point in opposite directions, from a data center moratorium to a ban on superintelligence development. The models moving into production are increasingly ones no single vendor controls. The frameworks meant to govern them are still being argued over.
